Receiving PSArt.dll error with PSE 9

I used 'System Mechanic' to clean up my system.  I have not been able to use PSE9 since.  Any advice?

Yes, reinstall photoshop elements 9.

Download Photoshop Elements versions 9, 8, 7

For future reference, be careful about using utilities or programs that claim to clean or speedup your system.

Issues such as your having now often occur because the "cleanup" removes files that are either needed by the operating system or programs.
