Had to install a new hard drive so before doing so chose the back up option in elements 13 and it did the back up. After reinstalling my elements program want to retrieve my old catalogs and will not allow me to choose the restore option. All the files are on a external drive.

Can you explain what you mean.  Is the File>Restore Catalog choice greyed out?  Or are you unable to find the backup file through the Browse dialog?

What OS are you using?

Have you imported any media into a newly created catalog in your new installation?

Is the Backup option available?
Is your old internal hard drive still working on your computer or is the new drive a replacement?
