reinstalling Adobe premier elements 8 after hard drive crash

I reinstalled Adobe Premiere elements 8 after my hard drive crashed.  When I try and log in, it gives me an error 400 saying photoshop.com is unavailable at this time and to try again later.  I have tried for 3 days.  Do you know how to fix this?
