PS Elements is NOT the same as Photoshop CC (by subcription only.)  Photoshop CC 2020 or higher has nifty new Sensei auto subject detection tools for quickly removing backgrounds.   PS Elements doesn't have it.

In PS Elements, see this link for details on using the Eraser Tool.

Hope that helps clarify.

Actually, Photoshop Elements does use the Adobe Sensei technology and many of the tools in Elements have been ported over from Photoshop CC.  In particular, the Auto Selection tool is available in Elements 2020, and is shown in the following screenshot.

Although Elements does not currently have the one-click Subject selection found in Photoshop, the user is only required to draw a rough rectangular marquee around the subject to get a selection with little effort.  Some of the other tools and Guided Edits do use the one-click option to find the subject in the image, e.g. the new artistic effects in Elements 2022.

However, it is not clear to me what tools you are looking for.  To remove a background, you can simply make a selection of the subject, using any selection tool, invert the selection (Ctrl+Shift+I) and hit the delete key.  If this is not what you are looking for, please give further details.  (Perhaps you have been looking at a Photoshop tutorial and things may be a little different in Elements.)
