I am using adobe photoshop  elements 13

Image Size - Document Size - why is the width changing when I change the height, I need 500 x 300 to upload to another software package

Uncheck Constrain Proportions.

In your screenshot check Resample Image, then you can uncheck Constrain Proportions.
