Resizing in Elements viewing in Windows 7

I'm an artist and I'm trying to resize images for submission to a show using Elements.  The show organizers specify that the image should be less that 5 MB.  Windows persists in showing one of my images to be 15 MB or so no matter what I do in Elements.  I believe Elements is showing the image's true size and that Windows is just being erroneous, as it is wont to do.   

Does anyone else have any experience with this?

The organizers just specify a 5 mb size and no pixel dimensions or file format?

You can use File>Save for Web in the elements editor, specify Jpeg and see the size in the Save for Web dialog.

Save it as a new file and then check it's size in windows.
