Resizing question.

My website requires that my photos be resized to 1200 x 400.  I can do that, but when I do, it distorts the photos, tremendously.  How can I make my photos the size the website requires, yet make them look normal?  I am taking horizontal photos.  I am using PS Elements 2018.

Try this:

Go to File>save for web

In the dialog that opens, make the width 1200 px, leave the height field blank. Check "constrain proportions."

Save it as JPEG file format.

You can also do it via Image>resize>image size. In order to preclude distortion, check "constrain proportions".
