Restore from Backup only, not incremental

I recently did a clean install of Windows 10. Prior to that I did a full backup to my hard drive, then an incremental a few days later, finally on the day I did the clean install one more incremental backup.  When I now attempt to restore from backup it prompts for each file, but on the third file I get a message 'already restored' and my only options are to cancel.  Given there is very little on the two incrementals, I'd like to simply restore the full backup. Then I can deal with the very few items on the incremental. I've tried doing the first full .TLY, then stopping the program, however that did not seem to do anything.  There is a file on the backup hard drive labeled catalog.buc, but the restore from backup option in Adobe seems to only find files with the suffix .TLY   So I made a copy of catalog.buc and changed the suffix to .TLY which it reads, restores, then prompts for the incrementals.

I also have a backup from my full system backup that is My Catalog old 1 that would be acceptable to use as well since it's also current, prior to the clean install.  However when I've tried to access using the Manage Catalog dialogue in Adobe Elements 2018, while I can locate the My Catalog old 1, I cannot get the open option from the Manage Catalog to become active. File shows as 619 MG with 12 files and two folders.
