Rotating dots around cursor

Same question was asked a year ago, but this time it's for Elements 2019 operating on Mojave. When using the brush took, for example, a rotating ring of dots surround the centerpoint of the cursor. The tool still works but the rotating ring interfers with the view, especially when working along an edge with a small brush. I still have Elements 10 installed on my computer and that has never been a problem. Is there any way to fix this with Elements 2019? Thank you.
