I have searched hard for an answer to this question. I have Elements 2018 (Mac) and when I try to Save for Web, I get an error message that says 'The operation could not be completed. The file or directory could not be found.'
Following suggestions here, I have deleted the Prefs file but it doesn't help.
I have the same problem in all my Adobe CS6 apps and I tried a trial of the latest Photoshop CC to see if the problem was fixed. It doesn't work there either.
Somebody must know what is going on here?

At which stage of your work-flow are you invoking the command "Save for Web?"
Are you on the Expert tab?

I doesn't matter when I choose Save for Web. It doesn't work on a fresh launch or some time later. Yes, I am on the Expert tab, I've been using Photoshop since version 1.0.

Something could be wrong with your user account.
Did you try making a new user account to see if that makes a difference?

It works fine in another (clean) account but I don't want to have to change accounts just to use one program if I don't have to. I have done all the permission repairs in Get Info and in the Terminal. I don't know what else it can be.

You can make a new admin account and delete your old one with the option to keep the same Home folder or in your case it might be best to use a new Home folder, transfer any documents and such from the old and then delete the old one since that could be the cause of the problem with save for web.
