Is it possible to save People and Location tabs and structures to file (in a similar way to Keyword Tabs) ready to import following an upgrade?

I don't think so. Unless I am wrong, it would be useless to save such structures in a text file like for keywords, because that info can't be stored in the metadata section of the files themselves, so you could not import that info.

Anyway, the solution is to use the backup and restore process of the organizer.

Edit:

If you mean to use your catalog when upgrading your Elements version on the same computer, it's enough to 'convert' the catalog to the new format from the catalog manager.
