Scrollbar stuck on tablet pen PSE 2024

I'm using Adobe Elements 2024 on Windows 10, and whenever I try to use any scrollbar within PSE 24 with my tablet pen (Huion Kamvas 22) the cursor remains stuck to the scrollbar and I can not unclick it or click any other tools. It just remains on the scrollbar dragging it along.

This issue is only with PSE 24. It works fine in regular CC Photoshop and PSE 2018.

How do I fix this?
