Smart Objects

I'm using Photoshop Elements 2018 and trying to convert a single layer to enable smart filters. I have looked throughout the program to find the converting option but cannot find it. Is there a way to convert layers for smart filters on the new Photoshop Elements? I also checked my preferences and it does allow smart objects but I don't know where to find that option.

Photoshop elements doesn't have smart filters by default, that's in photoshop cc.

You can use Elements+ or Elements XXL to unlock some hidden features in photoshop elements like smart filters or perhaps you should look into subscribing to photoshop cc.
