Hi!
I just upgraded to PSE2018, changed my location to USA but the share possibility with Smugmug is missing. What can I do to get my Smugmug share back?
I use OS X High Sierra (v10.13).
Dear all & Adobe!
Since no feedback here I asked Smugmug what's going on. I got this answer:

Hello Allan,
Thanks for reaching out to us!
Unfortunately, direct uploading to SmugMug from Adobe Photoshop Elements is no longer an option. An e-mail informing the removal of SmugMug from Adobe Photoshop Elements was sent to known SmugMug customers, but it looks like we missed you. If you'd like to try one of the other uploading options, all of our uploaders can be found on this page.

Now I feel very sad that I just upgraded to v2018 and actually have put time and money into PSE. Personally I don't see a future in PSE.

Swoop,
In my opinion, it's a very bad option to have two softwares from different sources to talk together. Very risky. You never know what might happen in the process (both programs access each other and share your permissions), and you don't master your own data. You are dealing with your photo files. They are your data. Why not make it simple and universal? Any publishing site has ways to upload your data without interfering with the programs that created or edited them.
That's the same with sending photos via mail from Elements: did you notice the safety checks necessary to allow Elements to communicate with mail services? I much prefer to save temporary files ready to be sent directly with my various mail services (my provider, Microsoft or Google...) rather than allowing Elements to deal with those.
