I have been trying to get an answer about this for months but I'm just knocking my head against a wall. The only possible solution I can offer you is to try disconnecting your computer(s) from the internet entirely and using offline activation in accordance with these instructions. Some users have been successful with it and others have not. I don't have sufficient data to explain this phenomenon.
The link I have provided is to Archive.org, so it may take several seconds to load. Please let us know if it works for you (or even if it doesn't). Also, please confirm whether or not you deactivated (signed out of) your computers from the Elements Help menu before you reformatted your machines. Support was correct in saying that deactivating from your Adobe.com account would not deactivate Elements.

When you look at your account info at adobe: "Activated devices" only pertains to things you subscribe to, such as Photoshop (Which has been subscription only for about 13 or 14 years now- best money I spend each month.
To deactivate pse 2022 all you have to do is to sign out from it-- mush earlier versions of pse (such as pse 2014) actually had a button that said "deactivate".
The only way to deactivate pse 2023 was to sign out from it, you can't deactivate from your adobe account. before you did any formatting- if you did not do that: Yeah, you're pretty much out of luck. You can try the offline activation that Greg suggested, but don't get your hope up too much.
Deactivation has been well documented since 2012- basic procedures remain the same except that Abobe can no longer reset activations.
I will be getting a new computer in the next couple of months: first thing I do before I transfer anything over will be to deactivate all Adobe products, creative cloud, all adobe adobe apps, and my 10 versions of PSE I currently have installed.
I have read, and fully understand Adobe's deactivation policy.
This is my activated devices: I subscribe to PS, that's the only reason I even have anything listed in this area- if you do not subscribe to photoshop or some other part of their creeative cloud family you will lnot see anything listed.
The two listings I don't care about? I'll deactivate them when I get a new computer.
