I have a photo  of my house with bushes in front of it. I want to impose  solar pannels inplace of the bushes

How can I  get the two photos on my screen  so that I can take a photo from on  and apply it  to the other picture?

If you just want to have two images open side by side, you can use the Window>Images>Tile menu.

Alternatively, in the Edit>Preferences>General dialog, enable the box to Allow Floating Documents in Expert Mode.
