I got Photoshop Elements for a Photoshop Elements class that teaches how to do artistic effects with Photoshop Elements like make surreal looking paintings etc. AND for airbrushing pictures like what they do for models. However, when I look at the overview for Photoshop Elements, I do not see any of those functions. It seems like a program for making simple layouts, collages, scrapbooking etc. I am very disappointed. Am I missing something? I am not expecting my Photoshop Elements to have everything that Photoshop has but this seems to have less than free airbrushing apps on my phone. I checked out the link you listed and the differences are not spelled in simple language what the different features are between Photoshop and Photoshop Elements in terms of the types of projects and functions.
