The installed, registered program says it can't run for some reason.

I successfully downloaded PhotoShop Elements on my second computer. I registered the program with the proper serial number. But when I attempt to run the program a box says that the program is not able to run right now and indicates it is looking for a solution--which stops--and the program doesn't run. What do I need to do?

Try this:

Reset Editor preferences once. To do so, launch Editor keeping Cmd/CTRL+Alt+Shift keys pressed and when prompted to delete the preference settings files, click 'Yes'.
