Tiny white edge on print; camera or PSE?

I’ve recently noticed a tiny white edge on just one side of all my 4x6 prints that I get from Costco. It seems to be a new problem, so I’m wondering if I either messed up a setting in my camera (Nikon D7100) or messed up something in my software (Photoshop Elements 12). Costco said it is not the way they print or cut it, and suggested one of the above problems. The vertical prints have a tiny white edge on the left and the horizontal ones have it on top. Also, the white line seems to be uneven; slightly more white at the upper edge (on vertical) or right (on horizontal).  This makes me think maybe something in the PSE workspace might be rotated slightly. Would love to hear your thoughts. Thank you.
