tool option black panel

Hi

I have installed Photoshop Elements 2019. I have two problems.

Problem one is there is a black box covering approx. 75% of the tool options box. Some of the options for some of the tools are hidden by this box.

Problem two is when I activate the rulers the top ruler does not display properly i.e. the display starts at 21cms and finishes at 10cms.

Hello,

Please try changing the display resolution to 3840x2160.

Also, please clear the application's preferences (Ctrl/Cmd + K > Reset Preferences on next launch). This should hopefully resolve the discrepancy in the ruler's display.
