Transferring keyword tagged photos from old laptop to new

My friend is making a major change from Photoshop Elements 2006 on a Windows 7 OS laptop to Photoshop Elements 2018 on a Windows 11 OS laptop.  She has about 20,000 photos - 95% of which are tagged and in catalogs.

QUESTION:  Is there any way the images with associated tags can be imported and function in the new version of Photoshop elements given the photos were transferred as jpeg images from Windows Explorer.

It's going to be difficult if you did things outside of organizer.  

BACK UP The old images and catalogues from within organizer on the old computer, and you probably should not have any issues.
