transferring license from a damaged laptop

Photoshop Elements 13 was installed on HP Laptop which was damaged by lightning.  I am unable to deactivate Elements 13 from damaged laptop.  Please explain the procedure to activate

You are permitted two activations so ther should be no problem if you have only installed one time.
