I have Photoshop Elements 14 and have recently bought a new Sony 99II. I took photos in Raw for the first time (luckily JPEG too) and tried to open them in Camera Raw. The pop up told me to go and install the latest Camera Raw update, which I did (pretty sure I did, got a teenager to check for me), however when I click on the "Help - Adobe Camera Raw" to see what the version is, it has not changed from the earlier version. I feel like I am missing a step. I have turned off and restarted since uploading. Any thoughts?

The explanation is that any new camera comes with its own new and unique raw format, which older editing softwares can't understand. Your camera is too new for your software version.
If you don't want to pay the upgrade to the current Elements version, download the free Adobe DNG converter mentionned in that faq. That independent program (not a plugin) can batch convert a whole folder of your raw files to the DNG raw format that your Elements version can read and edit. Same quality and free, only an additional (batch) step.

The software is misleading you.
Your camera was first supported in Camera Raw 9.8
Cameras supported by Camera Raw
However Elements 14 is not compatible with Camera Raw later than 9.5
