Trying to reinstall old version of Elements 2023 and it fails

After going to my Products page, the one that shows every version I purchased, I select Download for the correct version. A dialog comes up to download the installer.

This goes fine.

I select the language and leave the Location as Default.

I click Continue and it seems to be installing but eventually fails with 'Sorry, installation failed'

The error code is 183.

So I go to the page for fixing installation problems and choose eror 183.

The only solution it gives me is to retry or go to a page on how to fix 183 when installing Creative Cloud apps.

I have retried several times.

This doesn't help.

Help!

I just tried again and it managed to install.

Don't ask me, I have no idea. Today I must have tried 10 times, this evening just once and it worked.

Nothing has changed here so I'm stumped.

Anyway, it's installed now.

What OS?  Why are you reinstalling?  Did you have a crash or other problem that required it? 

Try using the Creative Cloud Cleaner tool.  It also works for Elements, but if Elements does not show up at the following screen, press 1 for All and a new dialog with Elements should appear.

Hi Greg

I had to upgrade the primary SSD drive and they couldn't do a clone. So I have to reinstall my apps.
This is new drive on a Windows 10 laptop.
So there is no old installation of any apps, not even Acrobat.
