I purchased Photoshop Elements on a free adobe account a couple years back and installed it on my PC.

If I now wish to install it on a laptop as well, do I need to purchase it again or does my original purchase cover me across both systems?

The primary user of a desktop PC is entitled to install and activate the program on a laptop.  But I'm not sure what you mean by a free Adobe account.  The program has to be activated using the same Adobe account on both computers.  And as Bob's link indicates, the program can only be used on one computer at a time.
