Sorry for the inconvenience.

Try resetting preferences once. To do so, press Ctrl + Alt + Shift keys while launching Editor > A dialog will pop up asking to clear Elements Settings File? Say Yes.

Let us know if issue persists.

Thanks,
Anwesha

I have this same error.

I have been on Windows 10 since last year and just installed the Creators Update. The problems with Photoshop showed up after the upgrade.

I tried deleting the preferences files but this did not work.

Interestingly, I logged into another account on this same Windows 10 machine and am able to bring Photoshop Elements 10 right up with no errors.

What do you suggest?

Additional information:

I attempted to start Adobe Photoshop Elements 10 again and this time I chose the Organize option. I received an error - but a different one:

DirectX could not be initialized. Be sure that it is installed on your system.

I checked and my system is running DirectX 12. The DirectX Diagnostic tool reports "No problems found." for each device.
