I recently upgraded from PSE 13 to PSE 15 a few weeks ago. After getting it installed and setting up personal settings, I attempted to do a task with PSE that I've always been able to do. You see I create personal cards using Hallmark Card Studio. I have in excess of 24k photos on my computer which I use PSE to identify the people in these photos. So when I want to include a photo of someone in a card, I can easily go to PSE and find all the photos with a particular person in. I can then pick a picture from the list of photos in PSE (15), copy it, and paste it into the Hallmark Studio software card of choice (i.e., a birthday card for my niece). In all the previous versions of PSE (I started using PSE at version 2, so I've been a long time user) this was done without a hitch. Well, after getting PSE 15 up and running, I've been unable to paste a picture in Hallmark Card Studio and see the picture. I can see the outline borders of the photo, but the actual picture cannot be seen. I've uninstalled PSE 15 twice and reinstalled it. I've uninstalled Hallmark Card Studio and reinstalled it. I can copy a photo from PSE15 and paste it into Microsoft PowerPoint as an aside. I can copy a picture from my hard drive where I have all the photos stored and paste it into Hallmark Card Studio. I just can't paste directly from PSE15 directly into Hallmark Card Studio. I've looked at my preferences, other settings of both PSE15 and Hallmark Card Studio. I see no setting that could cause the problem I am having. This problem started with the installation of PSE15. The prior versions of this software worked without any issues. What gives?

Try converting the file to a jpeg or png and then paste it in.

Most, if not all of the pictures I have are file format 'jpg'. I've always been able to select a photo that is stored on my hard drive in various folders that PSE 15 and earlier versions catalog for me. PSE doesn't care what format the photo is, it just catalogs the photos and identifies who are in the pictures so that I can call up any picture with the person I am looking for in it. Once I find the photo I want, I can copy (CNTL C) and paste (CNTL V) it into Hallmark Card Studio. This functionality has worked for years. I've used PSE since version 2 and Hallmark Card Studio for more than 15 years (I believe). Copy and paste has always worked. Now it doesn't work. When I talk to Adobe, they say since I am using a third party application, it must be their problem. When I talk to Hallmark Card Studio, they blame the third party PSE. Both are pointing fingers at each other and my problem persist. If anyone has any idea what could be happening, please advise.

Try uninstalling and reinstalling Hallmark.

I am reluctant to buy Hallmark just to find what is wrong in copy/paste... Everything I need to do with cards is already available in Elements.
That said, here are other ideas beside reinstalling:
1 - When two different applications have to share a document, the safest way is to write the document to a temporary folder on your desktop and to open it with the second one. Always works, even if a little slower. Having two applications deal together is always a risk.
2 - Instead of copy and paste, from the organizer, if you are not already in folders view, right click on the file and choose go to folder. If you are in the folder, right click on the selected folder in the left panel and choose 'Reveal in explorer'. Highlight you file in the explorer and choose 'Open with' Hallmark.
3 - Just a guess, but since Hallmark is an editing software, could you try setting your preferences to add it as your 'external editor'? if that works you simply click on the 'editor' icon on the bottom icons strip to open you selected file in Hallmark.
