Unable to deactive PhotoShop Elements from a laptop I no longer have access to

Hello, I'm unable to deactive PhotoShop Elements from a laptop I no longer have access to. No devices are shown on the "active-devices" webpage, however my account does show PhotoShop Elements registered to me with the correct serial number.  I have tried logging in with an older email addess. Adobe chat won't let me communicate to a person without an "active plan".  This product is not subscription based.  Thanks!

The activated devices you refere to is for Adobe creative cloud plans and products such as Photoshop.

Look for Plans and products to finds your photoshop elements stuff.

Now for the bad news:   Without knowing what version (except for psee 2025- the newest version) you ar essentially out of luck if you cannot dectivate an installation.   Adobe changed their policy on this last June  (June 2024).   Two activated devices (and you can only 1 of the devices at a time to use PSE), and that's it-- that's pretty much been the limit for years and years.

ONLY FOR PSE 2025:  Scroll all the way down to the very bottom of your plans and products and look for the PSE info- which will show the date the plan expires.
