Unable to Download Photoshop Elements 12

I'm trying to download and reload Photoshop Elements 12 onto a new computer after my older Windows 10 machine died.

From what I understand, in order to complete the download, I need to log into Photoshop with the Username (email address) and Password used at the time of purchase. 

The problem is that I no longer have access to that original email account and I no longer have the password I used when I purchased the software.

At this point, I'm stuck and could use some guidance.

All suggestions are welcome.
