Unable to rearrange Folders.

When I try to rearrange folders within the Folder Tree view of Organizer, I get the error message "You don't have permission to move the selected items to the location you have chosen." 
I am logged in as Admin, and none of the folders or files have in permission restrictions checked in the "Info" box.  I have no idea what to try next, please help!  Mac 12.1, Elements 2022.

I hope this will still be helpful. What is the full path of the source folder and target folder? In Finder, select view > show Path bar. You will see the path at the bottom of the Finder Window.
