Unable to uninstall Photoshop 10

All of a sudden Photoshop 10 is not working properly.  Things are different then I am used to and then the program shuts down.

I would like to uninstall and then re install Photoshop 10.

I get the following error message when trying to uninstall Photoshop Elements 10:

ERROR 2343 SPECIFIED PATH IS EMPTY

When I next try to install, I get a message that says I must complete the uninstall that is currently running.  I tried to restart the PC but that does not help.
