Jeff knows way more about Macs than I do, but I seriously doubt that you can update Elements 2021 to ACR 15.5. Officially, Elements 2021 supports ACR 13.0. Even using the available workaround, I don't think Windows can be updated beyond ACR 13.4. (Your camera requires ACR 13.1 and you can install that version using these instructions found on the Archive.org website. You must follow the instructions precisely. Although these instructions were supported by Adobe, that support has apparently disappeared and the link to the original webpage is no longer available. So, use at your own risk. (I have never had a problem with it, and I use it all the time.)
BTW, if your intention in upgrading ACR to 15.x was to get all the new features available, forget about it. Elements will only use a crippled version of the Photosop CC version of ACR. The only reason to try the upgrade is to support a new camera.
