Is it possible to upgrade from 12 directly to 2018 buying un "upgrading" licence ?

Each version is independent.

I'm not sure m'y question has been understood.

if i go to the adobe site, i can choose buy or upgrade

the question is: the upgrade option is it available only if you already have PE15 or any older previous version?

You can upgrade to Elements 15 from Adobe Store at link: http://shop.adobe.com/DRHM/store  or to latest Elements 2018 at link : http://shop.adobe.com/DRHM/store

I would suggest you downloading the trials from Download Photoshop Elements | 2018, 15, 14, 13, 12, 11, 10 and see for what different versions offer.

I've been trying to reach out to customer care for the last 45 minutes and keep getting kicked back to the forum. Maybe there is no solution for macbook pro mojave 10.14.2 and an elements 12 upgrade.
