Upgrade on a new computer

I am buying a new PC soon and I currently have Photoshop Elements 13 and would like to upgrade to version 15 is it still possible, or do I have to upgrade to 2018?

You can upgrade to Elements 15 from Adobe Store - Adobe Photoshop Elements 15 .
