I have elements 11 if I get elements 23 will have all my photos

Yes.   A new version is a new installoation and leaves the old version untouched.  You will be prompted about importing any old catalogues you have created, just say yes and you will be ok. 

DO NOT UNISTALL the old version until your old catalogues get transfered over.

I use iMac and elements 11 is 32 bit but Apple now are using 64 bit and I can't open 11, that why I am thinking of getting 23

Elements recently released version 2024.  Make sure that your computer meets the system requirements and then hurry to buy because Black Friday/Cyber Monday deals are usually the best of the year.
