I have a very old version of PE - maybe 2001 version and am now using Win7 64bit. On trying to install the old PE it says I should have Internet explorer version 4 or above. I am using Version 11, but PE does not install.

Can I buy an upgrade or is my version of PE so out of date that I need to start from scratch and buy version 2019?

I doubt that this old version of PSE would function properly on a modern operating system. Shop around! Frequently the price for the latest version of the software is less at Amazon or one of the box stores, as compared to the price from Adobe with prior owner discount.

Suggest that you evaluate the 30-day free trial prior to purchase.
