Upgrading Camera Raw plug in in Elements 10

Adobe website says in order to support NEF (RAW in Nikon-speak) from my Nikon 3200 I need Camera Raw 7.1 or higher. When I try to install it, it gives me the following message" Adobe Application Manager is needed to resolve this problem; however, it is missing or damaged. Download a new copy of Adobe Application Manager or install this product again." Have tried the reinstall- same problem. The bold text is a hyperlink. When you click on it, it leads to a download for Creative Cloud. Downloaded, it doesn't help. What can I do?

The main problem is that pse 10 is not compatible with the camera raw 7.1 plugin.

Pse 10 can only use up to camera raw 6.7.

So in order to open the Nikon D3200 nefs in pse 10 one needs to convert the nefs to dng copies using the adobe dng converter.
