Using templates

I am using a jig template from conde systems in order to make dog tags with a picture on it.

I was successful uploading the template. It is an 8 1/2 x 14 template that has an array of 3 x8. meaning there are 24 small oval places where I need to insert the pictures. I have been working on this for days and am having much difficulty. Once I "place" the picture, resize it, then turn it. If it looks good I click the check mark. I then need to crop it or make a change to it and I cannot. Once it is placed I can't do anything with it. Also, how can I copy that one picture in the other 23 slots? So I want to make 24 of the same dog tag. There is a chance I may want to do maybe 3 different pictures. So, I am asking if there is a way (once the picture is done) to copy it into as many other areas of the template as I want. I do not think I need to "place" it 24 times and adjust each one.

My goal is to print this from my sublimation printer, then heat press it onto white dog tags. Any help would be greatly appreciated as i have been working on this for weeks. I have had a friend who is very familiar with elements also try to no avail.
