Hi, I am trying to open an eps (vector) file with ps elements 15 in order to change some parts of the picture. Does Ps support this or do I need another adobe program? Thanks for your help.

No, Elements support for vectors is limited to text, shapes and selections.
Recent Elements versions can't even open eps files (which is an outdated format, superseded by pdf). Even old versions only imported a rasterized version for editing.
Illustrator is the vector editing software from Adobe.
There are online conversion tools enabling conversion from vector to a bitmap format like jpeg, png, tiff, psd... You could edit the resulting conversion, but that would no longer be vectors.

Hello, thank you for your prompt answers. I did decide to go for the Adobe Illustrator. That seems to work, once I figure out how to use it. Luckily, there are lots of tutorials out there to slowly get the idea of it. Again thanks to all.

You could try Inkscape, a free and open source vector editing program.
