Very slow uploading photos to Catalog

I have not had this issue before. I uploaded or imported from my SD card through my SD card slot on my Dell computer about 1600 photos directly to my catalog to work on. This is a Windows 10 computer with a 500 gb C drive and a 2 T D drive where the photos are stored. The C drive is just for fast startup as it is a SSD. The 2 T drive is mechanical. It took approx. 2 hours to upload those photos. It was painstakenly slow! I had about that same amount that I uploaded about a month ago without issue. The only changes I have made to the computer was the installation of a new monitor. I just tried the card in my laptop to see if it would upload faster or not and it is much faster but I was not uploading to the catalog in Elements on my laptop, just to a file on desktop. Any ideas of what might be going on?

Other than this, I dunno:    Search indexing on my computer (Like this morning- I just shut off the search index process, can be a resource hog, along with facial analysis running) and things were faster- I do have an older i5 4 core cpu but I'm happy with it.

   I reinstall PSE (Actually many versions from 10 to 24) and when you do I notice that Facial recognition gets set back to it's default setting of on.  You turn it off in tthe Organizer preferrence file.

I have an external card reader I plug into a usb3 slot--- the little tab inside the slot is blue--- 10x as fast as regular usb--- and definately faster than the card reader built into my dell.
