Video made with Photshop Elements 2023 but.

I made a video using Photoshop Elements but now it won't play. I keep getting this popp stateing that the document is the wrong file typl see screen shot attached to this post. Help from anyone please.

What format is the project?   MP4, AVI, MOV- etc.

   With earlier versions of the software you can only make a few things with moving parts-  a slideshow for example.   You alway have to save your project, then export it in a format you want- for example a slideshow is is exported as a mp4 file so you can upolad it to youtube.

The file is a MP4 video, I'm running Windows 11. Useing Photoshop 2023.

You cannot play a video in the Photoshop Elements Editor (which is the program in your screenshot).  I assume you made the video in the Organizer.   If that is the case, it can be played in the Organizer (or any other video playing software such as Premiere Elements).

The Organizer also creates animated gifs.  Those files can also be opened in the Photoshop Elements Editor, but they will only appear as a multi-layer image.

I did not make the video. I want to add a frame to it.

that isn't done, nor can it be done in PSE-- Premeir Elements, yes, but not PSE
