Wacom pen stopped to work with photoshop elements 13 after windows 10 update

Hi,

Since last week I have been trying to figure out how to fix my wacom intuos CTH-490 pen to work with Adobe Photoshop Element 13 after windows 10 update. I have been turn off the windows ink from windows. Because I have wacom intuos CTH-490 Pen, there isn`t a option to turn off windows ink from wacom tablets properties. After done these I write on notepad this:

# Use WinTab

UseSystemStylus 0

And tried to save as PSUserConfig.txt file in Adobe settings. The problem is, where I can save as the PSUserConfig.txt file in photoshop elements 13? Because if  I would have Photoshop cc 2018, the file would be save as like this:

C:\Users\YOUR_USERNAME\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\Adobe Photoshop CC 2018 Settings

But where to save the file in Photoshop Elements 13?

So how to fix the problem between wacom, Photoshop Elements 13 and windows ink/window 10 to get my wacom pen back in work?

Any ideas??? help?
