This format has been around for over a decade. Mac OSX supports it; so does Firefox. It's a serious drawback of PSE (yes, I'm up to date) that it still doesn't.

Well, im my opinion, it's not a serious drawback- it's probably be design- leaving features out keeps the cost of the software down. People often make staements about this or that feature, and say "it's Adobe's fault" PSE doesn't contain a particular feature someone wants / expects / or feel entitiled to simply because "they spent good money" on a program designed for the average mom and pop type user.
You can always contact Adobe and ask for the feature in future versions:

You want to create / edit webp images? Susbscribe to photoshop- I do and I only pay $10.84 a month.

Hi John,
You need to install a free plug-in to enable WebP in PSE. Here is the direct link to download the latest 64-bit Windows version of WebPShop: https://github.com/webmproject/WebPShop/releases/download/v0.4.3/WebPShop_0_4_3_Win_x64.8bi
Locate the 8bi file in your download folder and copy it to: "C:\Program Files\Adobe\Photoshop Elements 2022\Plug-Ins".
Now start up the PSE Editor. Go to Help > About Plug-In > WebPShop... you will see a little window appear to confirm that the WebPShop plug-in has been found and is up and running:

Hi John, Sorry about the mix-up. Here's the direct link for MacOS (extract the ZIP archive afterwise): https://github.com/webmproject/WebPShop/releases/download/v0.4.2/WebPShop_0_4_2_Mac_Universal.zip

“WebPShop.plugin” can’t be opened because Apple cannot check it for malicious software.

So, if you're happy to install, you'll have to grant an exception and override the Mac security settings to install this plugin
