Where is "undo history" (or equivalent) and why are Layers grayed out in PSE 2018?

I finally upgraded from PSE 8 and am just starting to work my way around PSE 2018. But my above questions are not addressed in the User Manual. Can anybody help me? Thanks.

I actually did figure out why I could not see those steps: because I had not been in Expert mode.

-To undo the last step, the menu Edit >> Undo (shortcut Alt + Ctrl + Z shown in the drop-down menu)

- To go to any of the recent steps, use the History panel. Click on the 'More' icon on the far right of the bottom menu and be sure 'History' is ticked.

Layers:

You must be in 8-bits color depth. Menu Image >> Mode. Elements does not support layers in 16-bits mode.
