Which Version of PS have the warp tool?

I got Photoshop Elements 13 on sale
and was very disappointed the warp tool

isn't in there.

Any one knows which version have it?,
and I prefer to buy it, not rent it.

The warp tool is a full Photoshop one. In Elements, you use the men Filter >> Distort >> Liquify.

PSE13 is not the current version, it's Elements 2018.

You don't have to prefer buying, since it's your only choice. Elements can't be rented, it's a consumer product, not a professional one.

Well I'm looking for the warp tool to wrap things around,
like wrapping a picture of a label to a picture of a bottle or cup.

I know Elements can't be rented, I meant to say
To buy a another type or version of the Photoshop "series/types" that have that feature with out renting it.
