Why aren't photo thumbnails displaying in PSE 12?

I recently transferred my images to a new computer.  My computer is an HP Pavilion Wave, OS is Windows 10 and I am using PSE 12. The images are in the folders on the new computer.  When I try to re-import them, I get a message that they didn't import because they are already in the catalog but they don't display.  Why is that and what can I do to correct this problem?  I have more than 1500 folders of images.  Surely there is a better way than comparing folder by folder to see what is not showing up.

When migrating to a new computer, you should not reimport your files.

The only satisfying process is:

Move Elements Organizer catalog | Elements 6 or later

This link goes to the instructions I originally followed to migrate from the old computer to the new.  When I found that the thumbnails were not displaying in Organizer, that's when I tried to re-import.  Would you suggest uninstalling PSE, deleting all the catalog and folders and trying again?

Since the files present in your catalog have been moved to a different location on your new machine, those files will go missing in Elements Organizer. You would need to reconnect those files to their updated location. To do so, please follow the instructions mentioned in the article Photoshop Elements (PSE) knowledge base. This didn't work for me.  I selected Find > All Missing Files.  The response was "No media to be displayed" I had already tried to Reconnect All Missing Files, and, of course, that didn't work either.
