With elements 6, I was able to drag & drop a jpeg right onto the Photoshop icon on my iMac dock, and it would open Photoshop with the photos, ready to edit. Now, with it just spits them out! I'm working on Sierra 10.12.5.
Go to
/Applications/Adobe Photoshop Elements 15/Support Files
and drag the
Adobe Photoshop Elements Editor.app
to the dock and that will put a shortcut to the pse 15 editor in the dock and you can drag and drop into that icon.

You need to make a shortcut in the dock directly to the pse 15 editor.
Start the pse 15 editor, then in the dock right click on that icon, click on Options and then click on Keep in Dock.
Now you should be able to drag and drop into that icon to open photos into the pse 15 editor.

This sounds doable - Unfortunately, in messing around with it, I ended up moving the pse icon out of the doc - and now I can't seem to move the icon back into the doc. It just bounces out and won't stay on the doc. Oy!

Okay... I have the icon back on the dock. Right clicked and opened options - but it doesn't keep me the "keep in dock" option, only "remove from dock."
So I tried again. Dragged a jpeg onto the dock icon. Instead of opening pse 15 editor, it bounced out. What it should do is open the pse editor with the jpeg immediately visible.
What am I doing wrong?
