Why does Windows 10 update break Elements 10?

I recently installed a HUGE Windows 10 update and now Phoroshop Element 10 has become unusable.

The programme will load, and I can even import a *.JPG file to edit, but I cannot edit it.  The menus do not work, a column will drop down when you click on EDIT, IMAGE, ENHANCE, SELECT, but that column is NOT a real menu - it is very narrow and does not have any words on it and even clicking on a "ghost" does not result in anything happen.

Then suddenly a dialog box appears:
ADOBE PHOTOSHOP ELEMENTS 10 HAS STOPPED WORKING.  A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available.   [CLOSE PROGRAM]

Pressing the button closes Elements 10, but no solution is offered.  Elements 10 is now unusable.

What can be done to mend my Photoshop please?

Can you get to a restore point prior to the above referenced Windows 10 update, or uninstall the update(s) via the control panel?

Have you had a chance to go over to the Microsoft Windows 10 forum to see if this issue has been raised over there?

It could be a graphics driver issue.  Try updating or rolling back your video driver directly from the card manufacturer's site.

I understand you are facing issue in Elements after installing Windows 10 Creators Update.

Microsoft has released a new Windows 10 update KB4016240 (Build 15063.250) that attempts to fix most of the common issues faced by users who upgraded to Windows 10 Creators Update. While no new features are being added in this update several other issues have been addressed. Issues related to VMs connectivity while provisioning IP addresses are solved so are the issues with RemoteRing Configuration Service.

i have same issue and downloaded the above update and it tells me not applicable to my computer.  did not have a problem with ps elements 10 until microsoft decided they needed to change things again.  IF IT AINT broke then why they got to screw things up?

this program came with my computer and I don't know where the serial number is or can't uninstall and reinstall since i don't have cd's and don't have money to buy a new program.  PLEASE HELP
