Why is the updates option grayed out?

I have photoshop elements 2019 and the updates option is grayed out. Not sure how to correct that. I am using a PC

That means that there is no update available for PSE2019.

Each new yearly version of Elements is a separate, distinct, software. The 'upgrade' price is a commercial rebate if you already own a previous registered PSE version.

Those yearly versions are independent and can be kept on your computer;  for instance if you want to keep features no longer available in more recent versions.
