Having recently installed Elements 2025 I'm finding that once it's been opened/used [ I'm using the Editor] there's a file folder (in my Downloads folder) called "mas", but it's always empty.
I usually delete it & there appears to be no effects.

It's one those things you don't ever need to worry about. It's simliar to your thumbnails: They get automatcially created as needed. You can search your entire computer for "thumbs.db" and delete all of them if you want. Last time I did I had about 125 different thumbs.db file, I deleted all them with zero worry. MAC computers have DS_STORE as it's equivalent. If you ever install a program and you see a DS_STORE file that usually means that software was created on a MAC,
